The official order states that Dr. Vineet Joshi, a 1992 batch Indian Administrative Service (IAS) officer of the Manipur cadre, has been appointed as the new chief secretary of Manipur by the state government on Sunday. This decision was made amidst the recent violence that has been occurring in the state. Dr. Joshi replaces Dr. Rajesh Kumar in this position.
Previously, Dr. Joshi was on central deputation and was serving as Additional Secretary, Department of Higher Education, Ministry of Education. The Personnel Ministry order, dated May 6, approved the repatriation of Dr. Joshi to his parent cadre at the request of the Government of Manipur.
An order of the Department of Personnel and Administrative Reforms (personnel division) of the state government stated that "the governor of Manipur is pleased to appoint Dr. Vineet Joshi as chief secretary" with immediate effect.
The recent violent clashes in Manipur broke out after a 'Tribal Solidarity March' was organized in the 10 hill districts on May 3 to protest against the Meitei community's demand for Scheduled Tribe (ST) status. As a result, over 20,000 people have been rescued from the affected areas and moved to military garrisons.
